Emulated IRC for chatting?

- Will also need a new table for this. 
- Create a pseudo IRC for the entirety of a system. Not the same as Pluralkit, as IRC servers don't have message history or save your chats. We should probably save text channels though.
    - Consider: Channels for only specific systems, for subsystems that might want some privacy/aren't ready to communicate outside the subsystem?
