Webhooks to interface with other plural tools

• Pluralkit has webhooks already I think? use it to properly sync Pluralkit to Lighthouse.
• Add webhooks to Lighthouse so other tools can sync with Lighthouse too. THIS WILL NEED A PROCESS:
  • Create a table for "partners" with Lighthouse.
  • Project owners need to apply through Discord to be a partner. Don't gauge user size, gauge intent and security.
  • We have to make sure they do not make the secret code for their project public. If so, suspend their secret code for security sake. (We can re-roll their code and re-enable them when the issue is resolved)
  • If someone does not have a code with us, they should not be able to send information to Lighthouse (and we should potentially ignore any requests that don't have a secret either).
