add command man for browsing Chinese manpages

We(https://github.com/man-pages-zh) are maintaining manpages in Chinese. Currently, our contributions has been released and any debian sid user can read these translated manpages via
``` bash
sudo apt install manpages-zh
man -L zh_CN.UTF8 <command>
```
It would be great if commandlinefu.cn add a man command to view our translations online.
