It seems that new Dyes can't be used to dye collar on a tamed Wolf. I'd also like to suggest removing an ability to dye the collar using old Dyes like Bone Meal, Ink Sack, Cocoa Beans and Lapis Lazuli to match new versions collar dyeing behavior.
