Risk score (e.g. "0.62") isn't explained to the user on the frontend

The API returns risk scores like flood_risk: 0.62, but the analysis page doesn't explain what the scale means (0–1? Low/Medium/High cutoffs?). Add a short legend or tooltip explaining how to interpret the score.
