Is it possible to create a function get the tags offline from a TIA project file?

Possible yes, but it's not planned that I ever will do this, because of the many variants of TIA portal. Maybe working out to handle the Scada export files you can create if you add this addon to TIA portal for variable export to WinCC Scada will be easier to work with, because this seems to be a version independant format. But at a first glance this export file is also encrypted.
