We should look into re-evaluating the way that dollars are allocated to ALD regions. The issue is that scenarios like Rough Roads Ahead (RRA) don't impact construction dollars per ALD region, and therefore the impacts of RRA are hard to be realized, since Portland will continue to build floorspace regardless of how the economy is impacted.

The current solution in RRA, is to remove the 15 ALD regions, just having one "SWIM" ALD region.

If we want to follow-up on this, Alex likely needs to put a memo together better explaining how 15 regions works vs one SWIM region.
