How to Reproduce the Bug?

ERRATA to 7.2.2:
Certificates in the IPO are not available for purchase until the second Stock Round. This rule was unintentionally omitted from the original rulebook for 18 India, but has been added to the revised ruleset.

Updating based on clarification in the FAQ. Players cannot buy from the IPO during SR1. Companies may purchase from the IPO during OR1.1 and OR 1.2
