[1822PNW] train discard due to phase change at end of SR after start of 1st companies OR

In this game, a phase change got triggered from 4 to 5 because the leftmost minor did not get bought during the last SR. This triggered one of the majors to have to discard one of their 3 trains. this should have happened immediately upon start of the SR. Instead, first a minor's "Acquire private companies" step triggered, and the discard step only triggered after that.
