package_graph_resolve should add the dependencies and dependees properties to package_handle.dependency_descriptor (possible dependencies and dependees)

package_dependency_configuration_set should set the dependencies correctly in dependency_descriptor.

currently all these properties are not easy to understand as they change what they are actually holding
