Add Blacklight SFX Target to Local Exclusion List

Context: we exclude local targets from SFX holdings display because they are not technically subscriptions. The list of exclusions can be seen here. As we are adding a new local target to handle linking from SFX back to Blacklight, we need to exclude that target from display.

New target name is LOCAL_CATALOGUE_BLACKLIGHT_LCL
