Recommendation email should show recipients

The email sent by the recommendation form should show the recipients for the recommendation.

1. If e.g. a baron receives a (copy of a) recommendation regarding a kingdom award, the baron doesn't know whether they should forward the mail to Crown. Understanding how the form works provides this information, but it's inconvenient.
2. The recipient needs a separate email filter for the recommendation emails. This would also be fixed by the To: field having the actual email addresses.
