This issue isn't linked to a specific map, it is about the feature "change map owner".
A user can change the owner of a map in the map settings. To do this, you must enter the username of the future owner and save the map. The map is then no longer displayed in your own dashboard but is immediately assigned to the new owner. There is no further check or confirmation of the new owner. The previous owner can no longer edit the map.
Changing the ownership can be useful, but it can also be misused.
If the map contains questionable data or, in worse cases, data whose publication would violate the law, the new map owner would be responsible first.
My ideas how the workflow could be improved.
When user changes map owner, ask for explicit confirmation. Something like: "Do you really want to change the ownership to user XY? You will not be able to edit this map anymore"
On the receiving side, the new map owner could be asked if he accepts the ownership of the map. It should be possible to look at the map before accepting it.
Maybe it is also worth to log changing ownership or make it visible in the backend somehow.
These are only suggestions, maybe the issue can be discussed in more detail and other solutions might be a better fit.
