refactor the script to support latest versions of Umee

Problem:

Umee version is hard coded inside the python installer script , we have to change code every time when new version released.

Soluton:

• Create a new file (latest.json | latest.yaml) which contains the latest version of Umee
• Read this latest.json file inside script to automate the installer
