Valkey Failover

am trying to simulate a manual failover with three Valkey nodes—one acting as the master and the other two as slaves. When I shut down the master node, one of the slaves should be promoted to master. However, this is not happening. The logs show that the master has shut down and an election is in progress, but the election process never completes.
