Enhancement: Forum posting :: Authorization by group

User Story

As an administrator, I want to be able to allow nominated users or groups to 
post and edit their own posts within a forum, but no one else. 

Constraints

Normal users and guests should not be able to edit the original post. 

Tests

Create a post as an unauthorized user - should fail
Try to edit the post as an unauthorized user - should fail
Create, edit or delete the post as an authorized user, forum moderator, super 
moderator or administrator - should create, edit, delete as per the action

Action

Create a groups schema addition as per phpBB's group posting feature
