User Story

As an administrator I expect there to be no spam bots. 

Constraints

Ensure that normal users can register and login without any issues.

Tests

Do not allow new users to post within the first five minutes, and only up to a 
configurable number of posts per minute until they reach a threshold post level 
(such as 20).
