Include the ocpp dissector as a submodule #2

Within this repo's dissector folder, the contents of the repository CheckOCPP were just copied and pasted. Possible bugfixes or enhancements in the CheckOCPP repository would be required to be applied manually in this repository.
It might be worth thinking about including the CheckOCPP repository as submodule and thereby having the CheckOCPP repository as single source of truth.
