Boot Delay Due to USB Scanning and Recovery Failures in U-Boot

Currently, U-Boot spends a significant amount of time (~5 seconds) scanning for USB devices during boot.
In the case of the Type-C0 port, when USB enumeration fails, it triggers error handling and recovery mechanisms, adding an additional 5–8 seconds to the overall boot time.
