Make specification description FAIR

There is useful information in the specification description but it does not follow FAIR principles, and shows all the signs of being an easily-orphaned metadata island.

At the very least it should be based on JSON-LD and include canonical identifiers for specifications - as such it could then be loaded directly as annotations into the OGC Definitions server - making it "AIR" - and push the problem of making if Findable into ongoing discussions on how to link the OGC website better into canonical resources.
