How to use STOPGAP in matlab?

are you asking about how to set up paths in stopgap_config file in order to use STOPGAP on a local or slum system.
you do not need MATLAB license for this, just a MATLAB runtime (which is free.)

Or you want to use STOPGAP toolbox in MATLAB GUI. (you do need MATLAB license in this case.)
