Weather defaults to New York City

When the location for a user's weather is unknown, honk currently defaults to displaying the weather for New York city. This would rarely be useful for anyone living outside of NYC and results in several lines of spam when using >forecast.

There should simply be an error message when the user's location is unknown, telling them to specify where they want weather
