Wave Out Scroll bar Weirdness

Problem:
In Win7, the device list on the About panel and WaveIn/Out objects
may have an unnecessary scrollbar. Clicking on the scroll bar
makes it dissappear -- and has crahed the program at least once.

Recommend:
*This issue may be related to Win7 crashes described here:
 <http://code.google.com/p/analog-box/issues/detail?id=21>
 After one or two crashes, the problem goes away.
*The scroll bars should not show up at all if they are not needed
 -- older versions of Windows preseneted such behavior. It may be
 the case that additional 'style' flags are needed during creation
 of the 'popup panel' Research into the newer CreateWindow flags
 may be illustrative.
