The DTG is incorrect or not correctly converted

Or fix in the TAC of course (my choice, case where DTG and first observation are different)

There is not replaced advisory number and the advisory number is incorect

So the xml is wrong.

First the tag iwxxm:replacedAdvisoryNumber must have NOT be present
Second: the value of tag iwxxm:advisoryNumber is incorrect:

<iwxxm:advisoryNumber>2016/2</iwxxm:advisoryNumber>
should be
<iwxxm:advisoryNumber>2016/1</iwxxm:advisoryNumber>
