Full i18n coverage for Stellar flows

Context. src/i18n/ exists but Stellar flows are English-only. Ship translations for send, receive, withdraw, activity, wallet-picker in Spanish + Portuguese + French (Wraith's biggest non-EN contributor languages per Discord).

Scope.

• Extract all Stellar-flow strings to i18n keys.
• Provide EN + ES + PT + FR translation files.
• Language switcher in header.
• CI job that fails on missing keys.

Acceptance.

• Every Stellar-flow render uses t()
• Four locales complete
• Missing-key CI gate green
• Native reviewer signs off per locale
