Address Dependabot alerts, possibly by updating tensorflow and numpy versions.

We'll address this issue once the new IC is merged to develop. Removing the alerts reported would likely need an update of python versions of dependencies and we don't want to do this change while py_ic and py_vnr are still in active development.
