Documentation for building package locally

In the ```Readme.md``` include the steps for building the package locally for contributing wiz:
```python3 setup.py bdist_wheel```
```pip3 install todx-0.1.3-py3-none-any.whl```

Maybe making a separate file called ```Contributions.md``` ?
