Build for Apple silicon (ARM)

It would be great to have Usher & co run natively on apple silicon. Linux aarch64 seems to work already per https://anaconda.org/bioconda/usher - it might just be a question of adding the build to bioconda

Update: I've tried locally and for bioconda but it doesn't look good due to the OneTBB2019 dependency. It's possible that upgrading to more recent version might make this work but I don't know enough about OneTBB and how it's used.
