Updated 2.8.0 CHANGELOG

- A number of entries had been accidentally added to the 2.7.3 release
  notes, when they were intended for 2.7.4. These have now been moved
  to 2.8.0, as no 2.7.4 release is planned.
- Added a note for #144 to the changelog.
