Why is TLS 1.3 not supported in Zephyr up to v3.7.1?

Hello,

I noticed that Zephyr (up to version 3.7.1) does not appear to support TLS 1.3 in its mbedTLS networking integration.
Given that TLS 1.3 has been standardized for several years and is widely adopted for improved security and performance, could you please clarify:

• Is there a technical or architectural reason why TLS 1.3 is not yet supported in Zephyr?
• Are there any plans or timelines for adding TLS 1.3 support in zephyr v3.7 ( LTS ) release?

TLS 1.3 support was added in Zephyr v4.0: #77567. As this is an enhancement and not a bugfix, it's not being considered for backporting to Zephyr v3.7.
