Need checks in place for PRs: License headers, "Signed-off-by" (maybe?), formatting? #30

We should have some standard checks in place for MRs, to include things like:

  • Formatting
  • License headers
  • Signed-off-by if we decide to go "Developer Certificate of Origin".
  • Anything else?
