dsd format subcommand

This adds the dsd format subcommand which formats and sorts .txt config files.

• Delink files are sorted by link order
• Sections are sorted by address
• Symbols are sorted by address
• Relocations are sorted by source address

Comments should also be preserved after formatting, as well as other subcommands which write to the .txt configs.
