This release PR is stale and should not be merged as generated. In every changed file, it inserts a second copy of a version section that already exists immediately below it. For example, af-iperps adds another 0.46.4 section while the existing 0.46.4 section and the af-iperps-v0.46.4 tag are already present. The same duplicate pattern appears across all eight changelogs. Please close this stale release branch or regenerate it from current main; merging it would duplicate published release history.
