Reject malformed pending ranges, malformed stream entries, and missing frames. Remove the unused one-off implementation driver; the current runtime probe remains the acceptance fixture.

The proof harness also exposed its non-event branch using unsupportedf.done("canceled"); it must use an authored failure verdict instead. The exact GitHub-delivery dedup check was blocked because the available token lacksadmin:repo_hook.Do not merge on the basis of hosted proof. See Cloud #3873/#3878 for the unresolved ingress dependency.
