  1. refine Dockerfile.dind for multi arch build, reduce image space.
  2. pciutils, lspci available.
  3. PodOOMKilling logic refine
  4. log ring_buffer refine, aviod old log affect status.
  5. update base image from centos to alinux3.

yum for alinux3 is actually dnf. Removing cache for yum does not make sense. Use dnf command instead
