Description of the change
Prototype new many-superAdmin AdminACLV2
Very, very similar to AdminACLV1, but allows an enumerable set of additional superAdmins instead of an enumerable set of payment approvers. An extra view function is added for potential indexing convenience.
Note that indexing additional superAdmins would require subgraph updates.
