Parse a datetime string to OffsetDateTime (UTC), supports multiple formats:

  • ISO 8601 with/without 'Z': "YYYY-MM-DDTHH:MM:SS" or "YYYY-MM-DDTHH:MM:SSZ"
  • With milliseconds: "YYYY-MM-DDTHH:MM:SS.mmm"
