This PR adds testing for multiple versions of Ubuntu and Debian, along with the newest Azure Linux version. To do this, installing Rust and building the azure-init binary had to be moved inside the container.
This resolves #257.
How to use
This is done automatically by the E2E Testing pipeline in the CI section.
