[Fix] Add User Writable Directory to Non Root Docker for Logo
Relevant issues
The current implementation of logos in the UI relies on writing an image to the current directory. For non-root images, this runs into a permission issue as the user (nobody) does not have permissions to write into site-packages. This PR fixes the issue by introducing a user writable directory in the non-root docker build.
Tested by building changes locally, and verifying get_image no longer throws 500.
