Description

This ports the code portion of the Gen 4 mod "Invidiually-Unique Pokémon Colors (+ Improved Shiny Colors)", which can be found with a more in-depth explanation here:

I've been enjoying Inclement Emerald a lot - really amazing job!! I decided to try to apply my mod to the decomp for fun, and I was floored at how easy it is to work with. Would this kind of feature be something appropriate for the kinds of changes Inclement Emerald wants to make? Note that not included in this pull request is the second half of the mod, which tries to "fix" a lot of cruddy shiny palettes, especially ones that would be difficult to distinguish from a normal, hue-shifted individual version like Pikachu, Garchomp, Gengar, etc. That could be worked also, but I just haven't attempted it.

Please feel free to make any comments about how I put the code in organizationally. Or, if this is just not the kind of feature you're looking for, that's fine too.

For what it's worth, this feature received a lot of reception when I posted it on /r/PokemonROMHacks. When I asked how they liked the shiny changes in the Gen 4 version, those that responded liked them, though sometimes with personal gripes about a few palettes.
