Update Invoice script to generate a new ocp-test CSV

Motivation

We would like to know usage on the test cluster.
Need to setup a job somewhere and figure out appropriate report names so that it doesn't override the production cluster report.

Completion Criteria

Generate monthly CSV of ocp-test clusters usage. Data gathered here.

Description

• Ensure data is gathered and ready for processing
• Process the ocp-test data the same way we process the ocp-prod data
  • ignore nonbillable vs billable all test cluster is manual for now, maybe make this a switch so in the future when we add more clusters we can decide if it needs to follow the billable rules?
• Call the new CSV OCP-TEST-<YYYY>-<MM>-Invoice.csv
• @joachimweyl Update Invoice Documentation to include that we now also process ocp-test
