Updated role cesnet.mariadb to v3.1.0

- Mariadb can be installed on Debian 12, but
  clustered installation with replication
  is not tested and might not work!
- Format of "mariadb_scripts" variable has changed
  (split script path and filename).
- Task for running init sql scripts can load files
  from anywhere (/tmp is no longer hardcoded)
