This PR:

  • Removes out-of-date dev-centric text from the README
  • Re-orders the headings slightly so that they follow a more natural H1/H2/H3 structure

  • Spot check against the existing README to see that only dev-centric text was removed.

Looks good, I'm just asking myself about some of the sections and whether or not we should be removing them at this point. We'll talk about it in slack, and I'll either come back to approve this, or we'll make some adjustments before I review it again.
