rtorrent throttle.global_up.rate xmlrpc returns Mebibytes/s (IEC) but rtorrent.py is assuming Mebi and Mega are interchangeable.
In order for MOTD to accurately display speed in Mbps, the value returned by the RPC must be multiplied by 8.38861.
