Summary and Scope
This PR adds the DITA-OT toolkit container which is used for generating documentation. This allows the UAN release process to automatically generate documentation as part of the IUF unified documents project.

Used the upstream container to build a new container with the HPE DITA-OT plugins which was used to generate the UAN documents in HTML, PDF, and single markdown files of the install and admin guides.
