DT-2302: WIP: Convert Draft Study/Dataset to Study with Datasets

Summary

This PR contains a POC for a simple builder that takes a DraftStudyDataset object and turns it into a study with datasets. It assumes a structure in the form of the legacy dataset validation schema, but doesn't contain any enforcement logic.

There is a lot of room for improvement here, but the idea is that this could serve as a pattern for building from future schemas that are in development.
