What does this PR do?

This PR makes the folders where packages are installed world readable. This is consistent with what is done for linux and is required for single step instrumentation to reference libraries installed by the installer.

The top level directory keeps its traversal only permissions, that way the files in the temporary directories created by the installer remain private to the installer user like on linux.

Motivation

Enable SSI for dotnet.

This was validated manually + with system tests.

  2. Its 90.00% confidence interval "Δ mean % CI" does not contain zero, indicating that if our statistical model is accurate, there is at least a 90.00% chance there is a difference in performance between baseline and comparison variants.

  3. Its configuration does not mark it "erratic".
