[NTP] Use the timeout from the config #4035

The timeout wasn't being passed to the NTP client. The client default timeout was 5 seconds, so this also changes our default to that so we don't change the behaviour of existing agents.

What does this PR do?
The timeout wasn't being passed to the NTP client, so the default timeout of the client (5s) was always used regardless of whatever is configured.
This also changes our default to match the default from the NTP client so that we don't change the behaviour of existing agents.
