What does this PR do?
Introduces an additional step in the Metro Plugin to save the computed Debug ID in a temporary file. This can be used from
datadog-cias a fallback mechanism to retrieve the Debug ID for the sourcemaps upload.Reference: DataDog/datadog-ci#1735
