feat: Add settings toggle for global AGENTS.md in workspaces

Summary

• Add a settings toggle to enable or disable showing the global AGENTS.md section on workspace home.
• Provide a read-only preview card for the global AGENTS.md with refresh-only controls.

Changes

• Add showGlobalAgentsInWorkspace to app settings defaults and types.
• Wire global AGENTS.md content into the workspace home view.
• Extend FileEditorCard to support read-only mode and optional save button.
• Add/adjust tests for settings toggle, workspace home preview, and file editor card behavior.

Notes

• The global AGENTS.md preview is intentionally read-only in workspace home.
